In a pioneering move, MEIL embarks on its inaugural venture in Mongolia, marking a significant milestone with the establishment of the country's first Greenfield oil refinery— the Mongolia Crude Oil Refinery Plant. This project unfolds as a Government-to-Government (G2G) collaboration between India and Mongolia, symbolizing improved economic ties, employment creation, and technological advancement.
Climate-Resilient Construction
Initiated in three distinct modules—EPC 2, EPC 3, and EPC 4—the Mongol Refinery is a testament to the collaborative efforts driving the project's success. The venture aims to produce an annual output of 1.5 million metric tonnes of crude oil.
The geographical context of Mongolia introduces unique challenges to the project as it navigates execution within extreme climatic conditions. With temperatures fluctuating between a bone-chilling -35 degrees Celsius and a scorching +40 degrees Celsius, meticulous planning and specialized measures are imperative to ensure the project's resilience against extreme environmental conditions.
Setting New Benchmarks
One of the three distinct modules of the project, EPC 2 features an Integrated Crude Distillation Unit (CDU) with a capacity of 1500 KTPA(kilo-tonnes per annum), a Vacuum Distillation Unit (VDU) with 823 KTPA, Saturated Gas Plant (SAT GAS) – Matching, Offsites & Utilities, Plant Buildings, System Packages, and Covering Open Art Units.
EPC 3 encompasses the Captive Power Plant (CPP), comprising two 17.5 MW Steam Turbine Generators (STGs) and two 250 TPH Utility Boilers (UBs) along with associated system auxiliaries.
EPC 4 integrates critical units such as the Diesel Hydrotreater Unit (DHDT), Hydrocracker Unit (HCU), MS Block (NHT / ISOM / SRR), Visbreaker Unit (VBU), Hydrogen Generation Unit (HGU), Sulphur Block (SRU / ARU / SWS), LPG Treating Unit, Hydrogen Compression and Distribution – Matching, Plant Buildings, Satellite Rack Rooms, and Sub-Stations.
Sustainable Energy Future
As MEIL undertakes this venture, the Mongolia Crude Oil Refinery Plant reflects a strategic economic move and a shared commitment to sustainable growth and development. The importance of this refinery extends beyond its role in oil production; it stands as a tangible embodiment of Mongolia's dedication to economic development and international collaboration.
